STEPS Rehabilitation

Founded in 2017 by sisters Jules Shiel-Boulger and Toria Chan, alongside their father Ray Boulger, STEPS Rehabilitation was created with a shared vision, to transform neurorehabilitation in the UK and beyond. Drawing on their combined expertise in clinical care, business management, and financial strategy, the family have built a unique, purpose-built facility in Sheffield that delivers world-leading neuro, amputee, and complex trauma rehabilitation.

The family’s ethos of compassion, integrity, and innovation has guided every aspect of STEPS’ growth. From the start, the founders were determined to fill a gap in neurorehabilitation services by creating an environment where patients and their families feel fully supported throughout their rehabilitation journey following a life-changing injury. Their family-led approach is reflected not only in the governance and day-to-day running of the organisation, but also in the warm, inclusive culture that defines life at STEPS.

Today, STEPS employs nearly 200 members of staff and has supported over 400 individuals on their rehabilitation journeys. The facility is internationally recognised as a centre of excellence for its pioneering use of advanced technologies, expert interdisciplinary care and traditional therapies.

Looking ahead, the STEPS team remains committed to continuous improvement and innovation, expanding services, integrating new technologies, and ensuring that future generations of the family continue to play an active role in shaping the organisation’s future.

The awards ceremony will take place on Wednesday 12th November 2025 at New Dock Hall, Leeds, where winners will be announced.
